President Bolsonaro Vetoes Bill Banning Evictions During Pandemic
RIO DE JANEIRO, BRAZIL – On Thursday, June 11th, President Jair Bolsonaro said he had vetoed passages of a bill passed by Congress that would prevent evictions during the pandemic period and would extend the building managers’ authority to restrict the use of common areas and parties in condominiums.
Passed in May, the measure was prepared by Supreme Court (STF) Chief Justice Dias Toffoli and submitted by Senator Antonio Anastasia (PSDB).

The veto decision was announced by the President on Thursday and posted on social media. According to him, eight articles were vetoed. The text will be returned for examination by Congress, where legislators can either comply with Bolsonaro’s decision or override his vetoes.
The bill was passed with the aim of relaxing some provisions of civil and consumer law during the novel coronavirus pandemic.
Among the vetoed sections is a ban on granting eviction injunctions before October 30th. The rule would apply to lawsuits filed in court from March 20th.
Another provision blocked by the President extends the powers of building managers during the same period. By their own decision, they could restrict the use of common areas to prevent contamination by the coronavirus, as well as ban meetings and parties in the condominium.
“Any restriction decision in condominiums should be made in accordance with the residents’ wishes in the internal assemblies,” said Bolsonaro.
The section that would temporarily reduce by 15 percent the commissions paid by app drivers to companies that control the service was also vetoed. The provision would also have banned price increases for trips during the pandemic.
