Brazil’s Ibovespa closes at lowest level in 2021 with rising risk of breaching spending cap
RIO DE JANEIRO, BRAZIL – The day was marked by a significant reduction in risk levels in the portfolio of financial agents, with the growing prospect that the country’s current fiscal regime should be relaxed to accommodate more government spending.
The movement took the Ibovespa to its lowest closing levels in 2021 and brought the index close to the 10% mark of losses accumulated for the year.
The Ibovespa closed the day down 2.94%, at 107,527 points, after hitting 105,714 points, down 4.57%, on the day’s lows.

Only two of the 92 assets that compose the index ended the day up: Suzano ON rose 1.65%, and Banco do Brasil Seguridade ON advanced 0.80%. The financial volume negotiated on B3 today was more than R$ 40 (US$7) billion.
The statements made yesterday by the Minister of Economy, Paulo Guedes, admitting that the government would allow about R$30 billion in extraordinary expenses outside the spending cap triggered a strong movement of risk aversion in Thursday’s trading session.
Throughout the day, negative news from the fiscal point of view was accumulating and amplifying the discomfort of financial agents, who started to bet on higher interest rates on the horizon, affecting, in turn, stock prices.
Thus, 58 stocks ended today’s trading session with losses of more than 2.50%. Interest rate-sensitive assets such as non-traditional banks, electronic retailers, construction companies, and car dealers were primarily affected.
Americanas ON retreated 10.76%, Banco Inter Units fell 10.70%, Banco Pan PN closed down 7.88%, and Méliuz ON retreated 7.75%.
