RIO DE JANEIRO, BRAZIL – As of today, July 1st, the European Union will open its external borders, closed since mid-March due to the coronavirus crisis, to 14 countries considered “safe”, including Uruguay, the only Latin American country on the list.

The initial list was passed by a qualified majority of Member States on Tuesday and will be reviewed every two weeks as the pandemic evolves. The US, Brazil, and Russia are not on the list.
The list of “safe” countries, whose residents will be able to travel to the EU, includes Australia, Algeria, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, South Korea, Rwanda, Serbia, Thailand, Tunisia, and Uruguay.
China will also be included provided that it allows European citizens to enter its territory.
Yesterday’s decision is only a “recommendation” encouraging EU states to lift restrictions, but residents of the 15 countries on the list are not automatically guaranteed entry, as each member state is responsible for its own borders and may decide to maintain the ban.
The measure does not apply to Ireland and Denmark, which have their own border regulations.
