Brazil “temporarily” bars entry of foreigners by land or water over Covid-19 concerns
RIO DE JANEIRO, BRAZIL – Brazil’s federal government, through an ordinance included in an extra edition of the Federal Gazette (DOU), on Monday, May 31, “temporarily” banned the entry into Brazil, by land or water, of foreigners “of any nationality”. The ban does not apply to foreigners arriving by air.

The text, which is said to have been prompted by a recommendation from Brazil’s health regulatory agency ANVISA, does not detail the length of the ban.
As justification, the text cites “risks of coronavirus infection and spread.” The decree is signed by Health Minister Marcelo Queiroga, Chief of Staff Luiz Eduardo Ramos, and Justice and Public Safety Minister Anderson Torres.
The restrictions do not apply to:
- Brazilians, born or naturalized;
- Immigrants with a permanent residence, for a determined or undetermined period, in the Brazilian territory;
- Foreign professional on a mission at the service of an international organization, provided that they are clearly identified;
- Foreign official accredited to the Brazilian Government; and
- foreigners who are: a) spouse, partner, child, parent or guardian of a Brazilian citizen; b) whose entry is specifically authorized by the Brazilian Government on the grounds of public interest or humanitarian issues; and c) bearer of a National Immigration Registry;
- cargo transportation.
