Rio Mayor Crivella Delivered 13 Percent of Campaign Pledges in Three Years in Office

RIO DE JANEIRO, BRAZIL – A survey by the G1 website detailed the achievements of Brazil’s Mayors after three years in office. Marcelo Crivella, who governs the city of Rio de Janeiro, has fulfilled four of his 30 pledges. In addition, 11 are partly completed and 15 have not been initiated.

In the administrative area, Crivella failed to fulfill the pledge of free municipalization for the city and increased collection through rentals of spaces in the port area.

This was a commitment made during the campaign, in October 2016. In the same sector, the plan to reduce the number of departments and agencies directly linked to the mayor from 29 to approximately 15 has been implemented.

Urban mobility and health are the least accomplished areas. Plans such as tendering vans to operate in the West Zone, extending the length of the ‘Bilhete Único Carioca’ (Single Carioca Pass), completing work on the BRT TransBrasil and extending the system and connecting all condos adjacent to the Barra da Tijuca lagoons to the Jardim Oceânico subway station have not come off the paper.

In terms of health, which is experiencing a crisis in this administration, investing an additional R$250 million (US$62.5 million) per year in health, establishing the Specialist Clinic Program, with 20 new care units by 2020, taking on the management of the city’s 16 state Emergency Care Units, creating three additional Regional Emergency Coordination Offices (CER) and building a maternity clinic on Governor Island are the unfulfilled pledges.

Urban mobility and public safety also leave much to be desired. In terms of mobility, out of the five pledges, only one has been fulfilled. Of the three, none has been fulfilled.

The most successful point of the Crivella administration, according to the survey (although there are also unfulfilled or partially fulfilled pledges) is “Education and Culture”.

Creating a teacher qualification and assessment program and creating an incentive program for the involvement of parents of students in municipal schools were two of the promises fulfilled out of a total of seven. In the same sector, three have been partially fulfilled and two are still unfulfilled.
