Why is Convicted Pedophile Still Receiving Salary from Rio State Police?

RIO DE JANEIRO, BRAZIL – The judges of the 5th Criminal Court decided to await the final outcome of an appeal by Chavarry against his conviction. The colonel continues to be part of the State Police staff and is paid a salary.

In September, he earned R$34,614.16 gross (US$8.660), according to information from Rio Social Welfare.

In May 2017, Chavarry was sentenced to 11 years imprisonment for crimes of rape of a vulnerable person and active corruption, because, in addition to abusing the child, he offered money to state police officers who arrested him in the act.

He was caught with a naked two-year-old girl in his car. She had her panties turned upside down. The colonel’s vehicle was parked at a gas station.

As EXTRA disclosed last Sunday, Chavarry is now the target of a new lawsuit. The officer is charged with involvement with a group of pedophiles. The men, according to an investigation by the Rio Civil Police, used two houses in the North Zone of Rio to sexually abuse a child and an adolescent, who are siblings.

The investigation by the Child and Adolescent Victim Division (Dcav) found that the victims’ father and grandfather were responsible for “arranging” them. Altogether, 11 defendants were denounced in June this year by Rio’s State Prosecutor’s Office for the rape of a vulnerable person and are now defendants in a lawsuit.

Investigations were started after a relative of the victims sought out the police station. The child recognized Chavarry from one of the reports in the press when he was arrested, in September 2016, and ended up disclosing that she had already been raped by the officer.

The victim then reported her father and grandfather’s involvement, accused not only of raping her but also of receiving payment from men who had sexual relations with her and her brother. The abuses suffered by the victims continued for at least three years, from 2016 to 2019.

Police discovered that the children were taken to two abandoned homes in the city’s North Zone, where they were raped. The majority of those accused of abuse were part of a group of antique car enthusiasts who used to take part in meetings.

In a statement to the police, witnesses reported that the victims were beaten and threatened not to tell anyone about the crimes. The grandfather, according to testimonies, filmed the rapes.

Forensic examination at the Medical-Legal Institute found that the child victim of the rapes was no longer a virgin. It was also observed that she had been battered.

Colonel Pedro Chavarry is charged with having raped the two siblings in his own vehicle and also in the antique car gathering points. According to the investigation, the abuses occurred before his first arrest.

The first hearing of the case is scheduled for October 7th, when the victims will be heard. Of the 11 defendants, nine are in prison and two are fugitives. Chavarry is among those behind bars. He is in the Special Prison Facility of the Niterói State Police.
