China will suspend poultry meat from Santa Catarina only, which narrows the Brazil poultry ban that traders feared after a Newcastle disease case on a turkey farm. Brazil’s Agriculture Ministry said on Tuesday 20 October 2026 that the Chinese restriction covers one state and not the whole country.

For US readers, the decision matters because China alone took about 420,000 tonnes of Brazilian chicken in the first nine months of 2026, and a narrow ban keeps the bulk of Brazilian supply on a world market where it competes with American producers. Mexico, by contrast, has closed its market to poultry products from all of Brazil, and that measure also covers items that travellers carry.

We reported the outbreak on Monday in Brazil Poultry Exports Face China Halt and the market reaction in Brazil Meat Stock Falls 4% on Bird Disease. Today’s decisions answer the question those pieces left open, which was whether Beijing would act against all of Brazil.

How the Brazil Poultry Ban Was Narrowed

China told Brazil’s government it will suspend poultry meat only from Santa Catarina, Trade and International Relations Secretary Augusto Billi told CNN Brasil. The ministry had asked, through its embassy in Beijing, for the restriction to cover four municipalities or at most the state.

The embargo affects 14 plants registered with the ministry, out of 61 now approved to export to China. That is about 23% of those plants, by the figures Billi gave.

Billi credited diplomatic talks held with Chinese officials since Sunday 18 October and the experience of an earlier case. He told Globo Rural, in translation, that China “could in fact have decided to close everything, but we managed to change that understanding”.

The ministry’s assessment is that a recent Chinese on-site audit of Brazil’s animal health system gave Beijing the confidence to regionalise the measure. Its own update says the restriction was limited to Santa Catarina after negotiation by the Brazilian government, which avoided a suspension covering the whole country.

Why the 2024 Precedent Matters

In July 2024, after a Newcastle case at Anta Gorda in Rio Grande do Sul, China first blocked imports from the whole country. It took 26 days to narrow that ban to Rio Grande do Sul alone and 17 months to lift it completely, Billi said.

This time the restriction was regional from the start, so plants outside Santa Catarina avoid that wait. Brazil had stopped certifying poultry products for China from Monday 19 October as a precaution, and Globo Rural reported that companies elsewhere in the country can now resume sales.

For some destinations, the cut-off for certification is 21 September, the day samples were taken at the farm. Cargoes produced after that date cannot be certified for those markets, Globo Rural reported.

What Mexico’s Nationwide Stop Covers

Mexico’s animal health agency Senasica suspended imports of poultry products from all of Brazil, saying the aim is to protect its own flocks because Mexico is free of Newcastle disease. The ministry’s list covers live birds, poultry meat and offal, fertile eggs, chicks up to three days old, and songbirds, ornamental birds and birds of prey sold commercially.

The Mexican measure also covers pet birds and goods that tourists carry, Globo Rural reported. Billi said the decision follows the bilateral health protocol, and Brazil will now negotiate to narrow it to the state, a municipality or the affected area.

Chile has also suspended imports from Santa Catarina only, including fresh poultry meat, table eggs and day-old chicks, the ministry said. The ministry is monitoring the other markets and says it will publish new information as it is confirmed.

What Is Happening on the Farm

The affected farm in Nova Itaberaba holds 6,526 birds, and Brazil’s report to the World Organisation for Animal Health lists 26 cases and no deaths. The birds showed no clinical signs, screening samples taken on 21 September tested positive on 14 October, and a federal laboratory in São Paulo confirmed the virus on 18 October.

The animals are to be culled this week, followed by cleaning and disinfection, Billi said. If no new outbreak appears, Brazil could apply in 90 days to be recognised as free of the disease.

Monitoring covers about 133 properties in Nova Itaberaba and the neighbouring towns of Coronel Freitas, Nova Erechim and Águas Frias. The ministry says the birds stayed on the farm and were not destined for meat production.

What It Means for You

Agriculture Minister André de Paula said on Monday that eating poultry that has passed official inspection carries no risk to people. Newcastle disease is a bird illness, so the trade decisions concern animal health and market access rather than food safety.

For traders, the narrow Chinese scope limits the volume at risk, while Mexico’s nationwide stop is the larger open question. Safras & Mercado analyst Fernando Iglesias estimated losses could reach US$139 million if China and Mexico kept their suspensions as long as in 2024, though regional limits on China could reduce that.

Iglesias expects most restrictions to be reversed between mid and late November. He also said output that cannot leave Santa Catarina could shift to plants in Paraná and Rio Grande do Sul, and that the expected return of Brazilian chicken to the European Union in mid-November should stay on track.

Travellers should not carry poultry products or pet birds from Brazil into Mexico while the measure lasts. What Is Not Known

Neither China nor Mexico has given a date for lifting its measure, and the sources reviewed do not say how long either will last. The Chinese decision is described here through Brazilian officials, and the Chinese customs notice itself was not seen.

It is not known how the virus reached the turkey farm, or whether other properties nearby are infected. The sources reviewed report no results yet from the monitoring of about 133 properties.

The ministry’s update names Mexico, China and Chile as the markets with restrictions so far. Analysts say Brazil has also paused its own certification for China and Malaysia, but no wider list has been confirmed.
