What the August target means for Ghana Manganese Company

Ghana Manganese Company (GMC) says better weather and newly commissioned heavy mining equipment will lift output to roughly 700,000 tonnes in August. That figure marks a significant bounce from the rainy-season months when production typically slows at the Nsuta mine in Ghana’s Western Region.

If the company hits that monthly number, it implies an annualised pace far above the production profile recorded in older public data. The United States Geological Survey (USGS) put Ghana’s manganese output at 5,383 metric tonnes in 2019, an 18 percent rise from the prior year, though more recent corporate and sector sources describe volumes in the millions of tonnes annually.

GMC has been Ghana’s sole manganese producer and exporter since the early twentieth century, with company materials citing 1914 and other sources pointing to 1916 as the year of establishment. The Minerals Income Investment Fund (MIIF) says the Nsuta mine produces 4 to 5 million tonnes of ore annually and ranks among the world’s top four producers.

The Chinese ownership link and where the ore goes

GMC is 90 percent owned by Consolidated Minerals Africa Limited, a subsidiary of Ningxia Tianyuan Manganese Industry Company (TMI) of China, with Ghana’s state retaining a 10 percent stake. The USGS noted that Ghana’s manganese ore had “typically supplied” TMI’s electrolytic manganese operations in China, making the Nsuta mine a direct feedstock for Chinese industrial processing.

Global Witness reported that in 2024 TMI targeted 5.7 million tonnes of ore and that 100 percent was shipped to China. The campaign group said the 2025 target was 8 million tonnes and the 2026 target is 10 million tonnes, figures that align with the production scale-up GMC is now describing.

This trade structure means Ghana’s manganese is tightly bound to Chinese industrial demand, particularly for steel. China dominates refined supply in several critical mineral value chains, and manganese is one of the materials being reframed through the energy transition lens because of its applications in battery technologies and industrial systems.

The refinery push and Ghana’s value-addition ambitions

GMC and Ghanaian officials are increasingly talking about moving beyond raw ore exports. Discussions include a proposed manganese refinery, with reporting pointing to a US$450 million investment plan for an electrolytic plant that would process ore domestically rather than shipping it all to China.

The push for value addition sits inside a larger political economy debate over who captures the rents from Ghana’s minerals. Research on the country’s mining sector says laws and regulatory actions have historically favoured multinational mining companies over small-scale operators, while foreign investment flows have been linked to political instability, inflation, exchange-rate depreciation, and institutional quality.

Ghana’s mining sector is a major source of foreign exchange, exports, and tax revenue. One study described it as the leading foreign-exchange earner, and another noted that mining-related foreign direct investment accounted for more than 50 percent of total FDI in some periods.

Manganese and the global critical minerals contest

Manganese is now firmly part of the global contest over critical minerals. The International Renewable Energy Agency says China is the dominant player in refined supply across several transition minerals, including a very large share in manganese-linked supply chains.

The United States government’s trade guide on Ghana explicitly places mining and critical minerals in a strategic policy frame. MIIF says Ghana’s mineral wealth is gaining renewed attention because of demand for clean-energy inputs, even though manganese remains essential first and foremost for steel production.

That makes Ghana’s ore strategically relevant not only to steelmakers but also to countries and companies trying to diversify away from Chinese processing dominance. What the production surge means for Ghana’s mining sector

A production surge at GMC sits inside a broader national conversation about whether foreign capital is building domestic capacity or simply exporting raw value. The state’s 10 percent stake gives Accra a direct interest in the mine’s performance, but the overwhelming share of ore still leaves Ghana for processing abroad.

The sector is politically sensitive. Research from the Centre for Democratic Development Ghana has examined Chinese involvement in the country’s mining landscape, while older studies from the Overseas Development Institute have traced how mining revenues flow through Ghana’s economy and institutions.
