Key Facts

Global number one. InterNations surveys rank Panama as the top country worldwide for expats in 2026 for the third consecutive year.

Dollarized stability. Panama uses the US dollar as its official currency, eliminating exchange-rate risk for expats earning in dollars.

Cost advantage. Panama City is roughly 40% cheaper than London and 48% less expensive than New York, excluding rent.

Accessible residency. The Pensionado and Friendly Nations Visa programmes offer straightforward paths to residency for retirees and professionals.

Monthly budget. A single person can live comfortably in Panama City on $1,100 to $1,800 per month, while a couple needs roughly $2,000 to $3,000.

Panama has cemented its position at the very top of the best countries for expats in 2026, with Panama City offering a rare combination of dollarized economic stability, modern infrastructure, and a cost of living that undercuts major Western cities by nearly half.

Why Panama Tops the Global Expat Rankings

For the third consecutive year, Panama has claimed the number-one spot in InterNations surveys measuring expat satisfaction across the globe. The country was the only one to rank first across all five indices: working abroad, basic essentials, ease of settling in, personal finances, and quality of life.

This is not a marginal victory. Panama outpaces Mexico, Thailand, the United Arab Emirates, and Brazil in the same survey, while traditional European favourites like Spain, Portugal, and Luxembourg trail behind.

The distinction matters because different rankings measure different things. Broader immigration indices that weigh welfare-state benefits and labour-market regulation place Switzerland, Iceland, and Australia at the top.

Panama sits at position 51 in those metrics, which tells a clear story: the country excels at the lived daily experience of being a foreigner, not at replicating a European social model.

Panama City: A Modern Capital Built for International Living

Panama City is the undisputed hub of the country’s expat appeal. The Global Liveability Index 2024 scored it at 75 out of 100, placing it among Latin America’s most liveable capitals.

The skyline tells part of the story: a forest of glass towers overlooking the Pacific, housing more than 100 international banks, regional headquarters for multinationals, and a financial district that functions entirely in dollars. Tocumen International Airport serves as a regional hub, offering direct flights to the Americas and Europe that make the city a practical base for frequent travellers.

Private healthcare is a major draw. Hospitals in the capital operate to international standards, with English-speaking staff and equipment comparable to facilities in the United States or Europe.

International schools and bilingual programmes make the city viable for families, while a growing cultural scene of restaurants, galleries, and events keeps pace with the influx of foreign residents.

The Real Cost of Living in Panama City

Panama City is not cheap by Latin American standards, but it is sharply discounted when measured against the cities most expats leave behind. Numbeo data shows the capital is roughly 40% cheaper than London and 48% less expensive than New York, excluding rent.

A single person can live comfortably on $1,100 to $1,800 per month without extravagance. For a couple, local forums and expat guides point to $2,000 to $3,000 monthly as a reasonable range for a central apartment, groceries, transport, and dining out.

Housing is the largest variable. A one-bedroom furnished apartment in prime expat neighbourhoods such as Punta Pacífica, San Francisco, or Costa del Este typically rents for $850 to $1,500 per month.

Moving to the outskirts or to smaller cities like Boquete can bring rents down to around $400, though at the cost of urban convenience.

Neighbourhoods Where Expats Settle

Casco Viejo, the city’s restored colonial quarter, attracts those seeking character, nightlife, and a walkable streetscape. It is the most popular neighbourhood for younger expats and digital nomads who value atmosphere over square footage.

El Cangrejo offers a more relaxed urban feel, with tree-lined streets, restaurants, and a mix of professionals and students. San Francisco is a rising residential zone with a broad range of housing options and good access to services.

For those with larger budgets, Punta Paitilla, Punta Pacífica, and Costa del Este deliver high-rise living with ocean views, modern amenities, and concentrations of foreign residents. Marbella and Obarrio round out the list of central districts with strong expat presence and easy access to the financial core.

Visa Pathways That Make the Move Practical

Panama’s residency programmes are a cornerstone of its expat appeal. The Pensionado Visa, widely regarded as one of the world’s most generous retirement programmes, requires a minimum monthly pension of around $1,000 and unlocks significant discounts on medical bills, utilities, travel, and entertainment.

The Friendly Nations Visa targets professionals and entrepreneurs from a list of designated countries, offering a path to residency and eventual citizenship. Both programmes are notably more accessible than comparable schemes in Europe or North America, with processing times that expats consistently describe as manageable.

Foreign-sourced income is not taxed, a policy that resonates with digital nomads, remote workers, and retirees drawing pensions or investment income from abroad. Combined with the dollarized economy, this creates a financial environment that is both stable and predictable.

How Panama Compares to Other Best Countries for Expats

The global expat landscape in 2026 splits into two broad categories. Switzerland, Iceland, Australia, and Germany lead on institutional strength: high salaries, strong public services, and deep social safety nets.

The trade-offs are demanding visa processes, very high costs, and in several cases, cold climates and language barriers.

Panama, Mexico, Portugal, and Thailand lead on lived expat experience: easier integration, large international communities, lower costs, and favourable climates. The trade-offs here include less comprehensive public institutions and the need to choose your city and neighbourhood carefully to match your expectations.

Panama City occupies a unique middle ground. It delivers urban sophistication and financial infrastructure that rival global cities, at a cost closer to mid-tier Latin American capitals.

For someone seeking a new life abroad without sacrificing modern comforts or paying London or New York prices, it is arguably the most balanced option on the 2026 map.

What to Watch Before You Commit

The tropical climate is a genuine adjustment. Temperatures range from 24 to 35 degrees Celsius year-round with high humidity, and not everyone adapts comfortably.

Housing costs in the most desirable central neighbourhoods have risen steadily, and budgeting realistically for rent is essential.

Panama’s institutional framework is not Northern Europe. Public services, bureaucracy, and infrastructure outside the capital can be inconsistent.

The country’s strength lies in what it offers to those who arrive with independent means or remote income, not in replicating a welfare state.

For investors and professionals watching Latin America, Panama City represents a stable, dollar-denominated entry point with a proven track record of attracting and retaining foreign residents. The InterNations data confirms what the skyline suggests: this is where the world’s expats are choosing to build their next chapter.

Frequently Asked Questions

Is Panama really the best country for expats in 2026?

Yes, according to InterNations surveys of expatriates worldwide, Panama ranks number one for the third consecutive year. It scored first across all five measured categories: working abroad, basic essentials, ease of settling in, personal finances, and quality of life.

Broader immigration indices that weigh welfare-state benefits place European countries higher, but for day-to-day expat experience, Panama leads.

How much money do I need to live comfortably in Panama City?

A single person can live comfortably on $1,100 to $1,800 per month, while a couple typically needs $2,000 to $3,000 monthly. A one-bedroom furnished apartment in a central expat neighbourhood rents for $850 to $1,500.

Panama City is roughly 40% cheaper than London and 48% less expensive than New York, excluding rent.

What visas are available for expats moving to Panama?

The two most popular pathways are the Pensionado Visa, which requires a minimum monthly pension of around $1,000 and offers significant discounts on services, and the Friendly Nations Visa, which allows professionals and entrepreneurs from designated countries to obtain residency and eventually citizenship. Foreign-sourced income is not taxed in Panama.
