Russia accuses Ukraine of training Mexican cartel gunmen to build and fly combat drones, a claim published by Russia’s Foreign Intelligence Service (SVR) on Tuesday 20 October 2026. The statement offers no documents, names or dates, so it remains an allegation by one side in the war.
The claim matters to US readers because it links the war in Ukraine to the cartel drone threat on the US southern border. On Friday 16 October the US departments of Homeland Security, Transportation and War announced a border drone restriction that cited those same threats.
The SVR says US law enforcement found the link while investigating Mexican cartels, but it names no agency, and we found no confirmation from any US official. We found no response to the statement from Kyiv, Washington or Mexico City in the coverage reviewed on Tuesday.

How Russia Accuses Ukraine of Training Cartels
The SVR press bureau says Mexican criminal groups have long sent fighters to Ukraine to learn how to assemble and use drones in combat. It says US authorities identified at least 80 people who trained in the Ukrainian armed forces.
It adds that payment for the training came from drug sales in the United States and went to officials close to President Volodymyr Zelensky. It also says Zelensky’s office recognises that drone pilots among the cartels endanger US officers working on the Mexican border.
The SVR is the only named source for every claim in the statement, and no US or Ukrainian source is quoted. Aristegui Noticias notes that it gives no names of officials, no dates of the training and no details of the supposed US inquiry.
The statement also insults Zelensky and ties the claim to what it calls his corruption, his disregard of US warnings about strikes on Russian oil refineries and his refusal to hold elections. It argues that his circle fears the White House could drop its support for him, which suggests the audience Moscow has in mind.
What the Statement Does Not Show
No US agency, court filing or Mexican authority has been named as backing the figure of 80 people. Excélsior and Infobae both note that the claims come without independent proof or confirmation from the United States or Mexico.
The SVR is the foreign intelligence arm of a state at war with Ukraine, so its statements are best read as Russian government positions. Ukraine’s embassy in Mexico rejected earlier Russian claims of cartel links on 1 July 2026, calling them a “smokescreen” and a disinformation effort, El Economista reported.
That embassy statement in turn accused Russian networks of supplying high-powered weapons to criminal groups in Jalisco and Sinaloa. We have not verified that claim, and it too comes from a party to the war.
Mexico Was Already Checking Cartel Videos
On Thursday 8 October 2026 President Claudia Sheinbaum said her security cabinet was investigating videos that appear to show cartel members in the war in Ukraine. The clips refer to the Jalisco New Generation Cartel (CJNG) and to La Chapiza, a faction of the Sinaloa Cartel, El Financiero reported.
Sheinbaum said it was not yet clear whether the videos are real, and that the men were more likely recruited by a private company or a foreign army. She said Mexico had not contacted Ukraine and would do so through the foreign ministry if needed.
El Financiero adds that the Mexican government has not confirmed that members of the CJNG or the Sinaloa Cartel are fighting in Ukraine. Infobae reports that Ukraine’s foreign-recruitment office says it runs background checks on all international volunteers.
Infobae also cites earlier reports in a specialist intelligence outlet and a British newspaper that some cartel-linked volunteers may have joined Ukraine’s International Legion. Those reports are unproven, and the Mexican videos remain unauthenticated.
Cartel Drones Are Real, the Ukraine Link Is Not Proven
Mexican criminal groups do use drones, and independent monitoring shows it. The conflict-data group ACLED counted drone attacks by criminal groups in 17 of Mexico’s 32 states between January 2021 and 21 August 2026, mostly in Sinaloa, Guerrero and Michoacán, Infobae reported on 8 September.
ACLED also counted about 35,000 drone flights near the US-Mexico border in 2025, Infobae said. It notes that commercial drones are cheap, easy to buy and easy to modify, which helps explain why cartel drone use has spread.
The 16 October US restriction bars unauthorised drone activity up to 400 feet above the ground, one nautical mile north of the border, AFCEA reported from the Pentagon release. Homeland Security Secretary Markwayne Mullin said the step would help counter cartel drone threats and protect personnel.

For US readers the practical effect today is limited, because the claim changes no law, sanction or trade rule. It does show that when Russia accuses Ukraine of cartel links, the audience is Washington as much as Mexico.

The SVR’s own web page could not be opened for this article, so the statement text rests on Mexican outlets that publish or quote it, namely Aristegui Noticias, Excélsior and López-Dóriga Digital. They agree on the 80 people, the payment claim and the border-risk claim.
It is not known whether any US agency is investigating or whether the 80 people that Russia accuses Ukraine of training exist, because no names, dates or places have been given. No reaction to this statement from Ukraine’s government, the White House or Mexico’s government was found.
It is also not established whether the videos Sheinbaum is checking show real cartel members. The next step to watch is any response from Kyiv, Washington or Mexico City.
